災害時の対応について

緊急災害時は以下のマニュアルに沿って引き渡し等を行います。In the event of an emergency disaster, handover, will be carried out in accordance with the following manual.

１　目的及び実施の理由　Purpose and Reason
　児童の安全が確保できない恐れがある緊急災害が発生した場合の臨時の事態に伴い、児童の迎えを保護者に要請し、児童を安全に保護者に引き渡すため。To ask parents to pick up their children and deliver them safely due to special circumstances where the safety of the children cannot be ensured, such as in the event of an emergency disaster.

２　引き渡しのめやす　Criteria for determining the extradition of a child
①地震　earthquake

★山武市において、震度５強以上の地震が発生した場合　In the event of an earthquake of seismic intensity 5 or higher in ”Sammu City”

・内閣府から大地震に対して「警戒宣言」 が出された場合　When the Cabinet Office issues an "Alert Declaration" for a major earthquake

・震度５弱以下であっても 通学路や家屋に損傷が見られ、下校が難しいと判断される場合　Even if the seismic intensity is lower than 5 on the Japanese seismic scale, if the path to school or houses are damaged and it is deemed difficult to leave the school

②火災　fire
・校舎が激しい火災に見舞われた場合 In the event of a major fire in a school building

③水害　flood disaster
・通学路が洪水により、通行することが危険な場合　When flooding makes school routes unsafe

・帰宅させる方が危険と判断した場合は、水がひいて車の通行が可能になるまで、学校で待機させる場合もあります。その際、 保護者の方へも安全確保のため「〇〇時まで迎えに来ないで下さい」と迎えを止める場合もあります。If it is deemed more dangerous to send you home, you may be asked to wait at school until the water recedes and cars are able to pass. In such cases, we may ask parents not to pick up their children until "＊＊:＊＊" to ensure their safety.

④不審者の侵入等　Intrusion of suspicious persons, etc.
・校地、校舎内に不審者が侵入し、児童・教職員に危害が及んだとき、もしくは危害が及ぶ恐れがある場合　When a suspicious person enters the school grounds or building and harms or threatens to harm children or faculty members

・学区内に不審者が出没し、実害があったり、児童に危害が及ぶ事態が予想されたりする場合　If a suspicious person appears in the school district and actual or potential harm is anticipated to a child

⑤その他　Other
・校長が引き渡しを必要と判断した場合　When deemed necessary by the principal

以上の場合には、市教育委員会や学校からの 「さくら連絡網」や 配信・防災無線などを利用して、御家庭へ連絡をし、引き渡しを行います。In the above cases, the school will contact the family and hand the child over to the school using the "Sakura Renrakumou (Contact Network) " from the City Board of Education or the school, or by using the distribution system or disaster prevention radio.

ただし、「 ★山武市において、震度５強以上の地震が発生した場合」には、メール配信や防災無線が使えないことも想定されますので、この場合においては、メールの有無に関わらず、引き渡しますので、連絡がなくても迎えをお願いします。In the event of an earthquake of intensity 5 or higher on the Japanese seismic intensity scale in Sammu City, it is assumed that e-mail distribution and disaster prevention radio services may not be available. In this case, we will hand over the property with or without e-mail, so please pick up the property even if you do not hear from us.

・大きな災害のため、自宅へ帰ることで危険が予想される場合　If you expect to be in danger by returning home due to a major disaster.

本校は避難所に指定されています。大きな災害の場合、引き渡し後、そのまま体育館等の指定された場所で安全を確保することも可能です。Our school is designated as an evacuation center. In the event of a major disaster, it is possible to secure safety in a designated area, such as a gymnasium, directly after the handover.

３　震度５強以上の地震時の御家庭での対応　What your family should do in the event of an earthquake of intensity 5 or higher

①登校前　Before School
・自宅で待機してください。Stay at home.
・メールが届かない時は、臨時休業となります。 学校に被害がないことが確認でき、メール配信が可能な場合 、登校が可能な旨の連絡をします。連絡が来てから登校させてください。その際、できるだけ保護者の方がつきそって登校をお願いします。If the email is not received, the school will be temporarily closed. If there is no damage to the school and we are able to confirm that you will receive the email, we will inform you that you can come to school. Please come to school after you receive the notice. In this case, please come to school accompanied by a parent or guardian as much as possible.

②登校中　While going to school
・児童は、途中の安全な場所に避難し、その後、学校か自宅かどちらか安全な方に避難します。（安全な場所については、御家庭でよく確認をしておいてください。 ）Children will evacuate to a safe place along the way and then to the school or home, whichever is safer.（Please check with your family about safe places to go.）
・自宅に戻った場合は、自宅待機をし、メールを待ってください。学校に来た場合は、学校待機をさせます。校舎等に問題がない状況であれば、メールでその旨を伝えます。メールが届かない場合は、メールを配信できない状況と判断していただき、引き渡しの要領で迎えをお願いします。If you have returned home, please wait at home. If they arrive at school, they will be made to wait at school. If the situation is not a problem in the school building, etc., we will notify you by e-mail. If you do not receive an email, we will assume that the situation is not acceptable and ask you to pick up your child according to the handover procedure.

③授業中　While in class
・児童を引き渡しますので、迎えに来てください。なお、「引き渡しカード」の受取人の欄に書かれた方に児童を引き渡しますので、事前にどのような時に誰が受け取りに行くのかを確認しておいてください。Please come to pick up your child. The child will be handed over to the person indicated in the "Receiver" column on the "Handover Card", so please confirm in advance who will pick up the child and at what time.

④下校中　While leaving school
・児童は、途中の安全な場所に避難し、その後、学校か自宅かどちらか安全な方に避難します。（安全な場所については、御家庭でよく確認をしておいてください。 ）Children will evacuate to a safe place along the way and then to the school or home, whichever is safer.（Please check with your family about safe places to go.）

・自宅に帰った場合は、自宅で安全を確保してください。 学校に戻ってきた場合は、学校待機をさせます。 通常の帰宅時間になっても帰って来ない場合は、学校に来校していただき 、児童が学校にいるかどうかの確認をお願いします。 その後、引き渡しで一緒に下校してください。 職員は、手分けをして学区のパトロールと児童の状況確認をしていますので、通学路途中で見つけた場合は、状況を判断し、安全に下校できる方法を検討します。When you return home, please ensure your safety at home. When they return to school, have them wait at school. If your child does not return home by the normal time, please come to school and make sure your child is at school.

※学童保育を利用の児童は、基本的に校舎内にいるはずですので、引き渡しの要領で、学校まで迎えをお願いします。（学童の場所からではなく、グラウンドや体育館、教室からの引き渡しとなります）As a rule, children using the school childcare service are in the school building. Please complete the handover procedures and come to pick up your child.

※児童には、登下校中に建物が倒壊するような大きな揺れの場合は、学校に避難するよう指導しております。Children are instructed to evacuate to school in the event of a major tremor that may cause buildings to collapse during their commute to and from school.

⑤校外学習中　Out-of-school learning
・時間がかかっても、できるだけ学校に戻る努力をします。その後、学校にて引き渡しをします。メールで到着時間が配信できる状況であれば配信をします。いつまでもメールがこない場合は、配信できる状況ではないと判断していただき、 当初の到着予想時間あたりに迎えに来ておいてください。学校への到着が困難な状況の場合は、可能な中での最善策を検討します。どのような状況かを確認したい場合は、御手数ですが学校まで足を運んでいただき、直接、職員室にいる職員から話を聞くようにしてください。We will make every effort to get you back to school as soon as possible, even if it takes longer. You will then be handed over at the school. If it is possible to notify you of the arrival time by e-mail, we will do so. If you do not receive an email, please assume that there are circumstances that prevent you from receiving an email and pick up your child around the original scheduled arrival time. If circumstances make it difficult for you to arrive at school, we will consider the best way possible. If you would like to check on the situation, please come to school and speak directly with a staff member in the staff room.

⑥休日中　During a holiday
・職員で学校の状況を確認して、教育活動に支障がないと判断した場合、通常どおり登校できる旨をメール配信します。いつまでもメールが届かない状況の時は、メールが配信できない状況であると判断してください。その場合、学校は臨時休業となります。If the staff checks the school situation and determines that there is no problem with educational activities, an e-mail will be sent out stating that students can come to school as usual. If you do not receive the e-mail, please assume that the situation is such that the e-mail cannot be delivered. In such cases, the school will be temporarily closed.

※バス乗車中に大きな災害が発生した場合は、バス利用者に配付してある「通学バス利用について」の通学バスＱ＆Ａ（通学バスQ＆A.pdf）に記載してある内容で対処してまいります。In the event of a major disaster while riding the bus, we will deal with the situation as described in the Commuter Bus Q&A in the "About Commuter Bus Use" distributed to bus users.
